No Ovulation but all the symptoms

We have been trying for our 2nd baby since sep 11 and ever since my periods have become horrendous, v painful and heavy and quite often 3 days late (giving me false hope). I've had my hormone levels checked and they are fine so I decided to get some of those ovulation tests so that I can at least make sure we are on the right track. I started testing 3 days before this site told me I would ovulate and 7 days later i've still not ovulated. However, my nipples are very sore and I can feel ovary pain which I normally do - i'm so confused!! How can I not be ovulating according to the numerous tests i've done but have the symptoms that say I am? And if i'm not, why the pain and sore nipples? I'm on day 17 of my cycle and my cycles run from 23 to 30 days. I realise I've asked a lot of questions but i'm just so confused and would love some advice. Thank you :-)
